A higher rate of 7 % is applied to secondary residence properties used for habitation.

Yes, it is possible. Several Algerian banks offer mortgage programs specifically for Algerians residing abroad (ARE).
The main requirements are :
Algerian nationality with valid ID (passport or national card).
Proof of stable income abroad (employment contract, payslips, bank statements).
Personal contribution, usually 20–30% of the property value.
Banks such as BEA, BNA, CPA, or CNEP-Banque have dedicated products for Algerians living abroad.
Loans in Algeria are denominated in Algerian Dinar (DZD).
